#### Overview
**Procurement of Tafalo fe fe Hospital: Water and Wastewater Treatment Works construction and 24-month O&M, contracting via CIDB 8CE+ requirements.** The 18-month construction contract includes an 11% local SMME work allocation. Eligible bidders are contractors with CIDB CE class of works 8CE or higher, with proven water/wastewater treatment plant experience and suitable project personnel; site at Tafalofefe Hospital, Centane (Amatole DM). 

#### Requirements
- CIDB grading: 8CE or higher; JV eligibility with lead partner 7CE and overall equal or higher rating; active CIDB status during award.  
- Legal requirements: registered legal entity; sign Form of Offer and Acceptance; SBD4; Compulsory Enterprise Questionnaire (JVs separate).  
- Returnable documents: SBD 1, SBD 4, SBD 6.1; CSD registration; POPIA consent; tax and CIDB documentation.  
- Experience: demonstrable water and wastewater treatment plant construction experience.  
- Financials: pricing in Rand, VAT handling as specified; 120-day bid validity.  
- Certifications/insurances: insurer undertaking for Performance Bond/Guarantee; CIDB certificate or CRS number; good standing with SARS; Compensation Fund.  
- Evaluation criteria: Phase 1 functionality (Project References 70; Contracts Manager 30; min 60/100, and at least 15 points for Qualifications/Experience). Phase 2 mandatory requirements; Phase 3 price and PPPFA 2022 (90/10) with specific-goals points.  
- Local content: 11% of works must be executed by local SMMEs in Amatole.  
- Other: comply with DPWI policy, brand-equivalents, disclosed interests, and no tender defaulter status.
