## Summary

#### Overview
**Appointment of a Safety, Health and Environmental Statutory Training Panel for a period of 36 months.** The RFP targets safety, health and environmental statutory training providers with QCTO accreditation for specific unit standards, capable of delivering competent facilitators, training facilities, catering, certificates, reporting, and related admin. Bidder should have strong compliance facilities (tax, B-BBEE, CSD, CIDB where applicable) and demonstrate experience in statutory training.

#### Requirements
- Valid accreditation by the Quality Council for Trades and Occupations (QCTO) for the following unit standards: First Aid; Health and Safety Representative; Fire Fighting; Hazardous Material Handling; Evacuation Planning; Health and Safety Supervisor; Stacking and Storage; Advanced Firefighting; Ergonomics Risk Assessment.
- Provide competent facilitators, suitable training facilities, a public training schedule, catering (breakfast/lunch), issue competency certificates, and training reports.
- Minimum B-BBEE status level 3 or higher (SANAS-accredited verification for QSEs/EMEs as applicable); SANAS verification or sworn affidavit as required.
- Tax/compliance: Tax compliance status (PIN) and SARS TCS; CSD registration not older than 3 months; proof of tax clearance for all JV/consortia elements.
- CIDB: CIDB registration for any proposed sub-contractors; submit CIDB numbers if applicable.
- Mandatory tender returnables: SBD 1, SBD 4, SBD 6.1, SBD 6.2; SBD 2 (Tax compliance); CIPC registration; utility bill or lease for facilities; accreditation documents; valid B-BBEE certificate or affidavit.
- Documentation must be in English; sign all pages; initial pages; and comply with PFMA and GCC where applicable.
- Minimum 70/100 functionality threshold for evaluation; references and CVs for key personnel.
