## Summary

#### Overview
**Procurement of Technical assessment and repair/replacement of the fire detection system at PetroSA Mossel Bay GTL Refinery, including two upgrade scenarios (Scenario 1: legacy/obsolete equipment replacement; Scenario 2: full system replacement), for qualified Fire Detection specialists capable of site audits, integration, commissioning, and project management.**

- Bidders should hold relevant fire-detection system certifications and be able to deliver the two defined upgrade scenarios (per Annexure A1). Mandatory site access, coordination with local labour, and BBBEE considerations apply.

#### Requirements
- BBBEE: minimum Level 4 contributor, or EME/QSE.  
- Pre-qualification: must meet designated procurement criteria and pass due diligence.  
- Registration/compliance: must be registered and approved on PetroSA’s e-Proc Portal; also register on the Central Supplier Database and upload POPI policy.  
- Documentation: include BBBEE proposal, SBD5 form, and other General Requirements and Health guidelines as specified.  
- Scope familiarity: conduct site audit, assess existing/legacy systems, and prepare two separate proposals for the defined scenarios with costings.  
- Subcontracting: cannot subcontract more than 25% to a non-equal/higher BBBEE status; for above-R30m contracts, minimum 30% to an EME/QSE with 51% black ownership; provide subcontract details if applicable.  
- Site/health/safety: adhere to PetroSA OH guidelines and PFMA-related governance.  
- Evaluation: applies 80/20 or 90/10 preference framework; price and BBBEE status determine points.  
- Site visit: mandatory two-day scope clarification/site inspection (21–22 Jul 2026); attendance requires prior notice and ID for access.
