**Procurement of Technical Partner Entrepreneurial Training Services to deliver EMPRETEC entrepreneurship training workshops in Namibia, delivered by certified EMPRETEC master trainers.** Bidders should be organisations with EMPRETEC Master Trainer certification, proven experience in entrepreneurship development and MSME coaching, and capacity to roll out workshops across multiple regions in 2026 under UNDP/MIME oversight. #### Requirements
- Certified EMPRETEC Master Trainer with verifiable credentials.
- Demonstrated experience delivering EMPRETEC or equivalent behavioural-based entrepreneurship training; evidence of completed workshops and client impact.
- Capacity to deliver across multiple regions in 2026; proposed delivery plan, staffing and logistics.
- Compliance with UNDP procurement rules and contract terms; ability to submit through the UNDP Quantum portal; bidder must have or create a portal profile.
- Alignment with Sections 7, 3 and 6 of the solicitation documents and willingness to submit required materials as instructed (see documents).

TECHNICAL PARTNER ENTREPRENEURIAL TRAINING SERVICES

The Technical Partner (s) shall be expected to deliver the following scope of services (further detailed in the Terms of Reference attached; In addition bidders to download all documents on this page as Sections 7,3,6 and complete as required):

The Government of Namibia, through the Ministry of Industries, Mines and Energy (MIME), has adopted the EMPRETEC approach in recognition of the need for an internationally proven, scalable mechanism to build entrepreneurial capacities and strengthen the MSME ecosystem. UNDP and the Ministry of Industries, Mines and Energy (MIME) are preparing to roll out an expanded cycle of EMPRETEC Entrepreneurship Training Workshops (ETWs) across multiple regions in the year 2026. To ensure delivery in line with global quality standards and certifications, the programme requires contracting certified EMPRETEC master trainers to provide the specialized behavioural-based entrepreneurship skills training and business development services central to the model.
