#### Overview
**Ingquza Hill Local Municipality invites bids for the provision of services to review AFS, APR and compliance with applicable laws and regulations for the 2025-26 financial year.** Suitable bidders are audit/assurance specialists with GRAP/MFMA experience, a CA(SA) team leader (in good standing with SAICA/CIA; IIASA preferred), and demonstrated municipal AFS review capability.

#### Requirements
- Team leader: qualified CA(SA) in good standing with SAICA, registered with the relevant body (CIA or IIASA preferred).
- Each team member: Bachelor’s degree in Commerce (Accounting/Auditing/Finance or equivalent) and at least 3 years’ practical experience.
- Proven experience in GRAP-compliant AFS for municipalities and in reviewing compliance with laws/regulations (MFMA, GRAP, MSCOA, etc.).
- Deliverables include: verify and correct misstatements, follow up on IA-reported issues, ensure notes/supporting schedules align with AFS, and produce draft internal audit outputs by specified dates.
- Mandatory documents: Valid full CSD registration; Completed MBD1-9; accreditation proof (SAICA/CIA/IIASA); SARS TCS PIN; letter confirming no undisputed municipal accounts overdue (>30 days) with proof.
- Timeframe: project duration 4 weeks from appointment, not to exceed 31 August 2026; onsite review for at least 3 full weeks.
- Evaluation: functionality (Experience, Expertise, Methodology) plus price and specific goals (youth, women, disability, black ownership).
