#### Requirements
- 16 specialist roles must be staffed with valid registrations (e.g., Architecture – SACAP; Engineers – ECSA; Quantity Surveyor – SACQSP; Environmental – SACNASP; plus zoning specialists) and all registrations must be current. All 16 specialists must be included with CVs and qualifications.
- Company must be registered with CSD and tax compliant (South African firms); foreign bidders must complete SBD1 and, if applicable, have local SA offices.
- Compulsory documents include COID good standing; annual financial statements not older than 24 months; detailed company profile with GMP-related experience; letters of reference (minimum 3, from GMP facilities, not older than 10 years).
- Project team years of GMP experience (minimum 5–10 years per specialist) and at least 2 references per specialist; all IDs and professional registrations valid for submission window.
- Compulsory Site Briefing required (20 Oct 2026) and PPE rules; responses must be hand-delivered and signed on submission register.
- Procurement governance criteria include Stage 2 functionality (minimum 80/100) with assessments of GMP experience, financial stability (Current Ratio ≥1.0), reference letters, and a compliant methodology including risk plan, project plan, and resource plan.
