## Summary

#### Overview
**The contract for cutting grass and litter picking within KwaDukuza Municipality (Zone 3, Wards 6 & 30) for three years is being procured.** This is a municipal grounds-maintenance service open to bidders with outdoor-maintenance experience and the capacity to operate under municipal procurement rules, including the 80/20 preference system and local beneficiary requirements.

#### Requirements
- 80/20 preference points system under PPPFA 2022; 10 points for EME/QSE 51% black-owned and 10 points for service providers within KwaDukuza jurisdiction; proof required.
- National Treasury Central Supplier Database (CSD) registration.
- Prices must be firm and VAT-inclusive.
- Tax clearance certificate verified against CSD.
- Complete all Municipal Bidding Documents (MBDs).
- Submit a recent municipal account or proof of exemption; or landlord/ward councillor affidavit per Annexure G.
- Tender validity: 365 days.
- For tenders >R4m, subcontract 30% to an EME/QSE (51% black ownership) within KwaDukuza jurisdiction.
- Compliance with Regulations and local procurement policies; no canvassing; pass defaulter checks via the National Treasury database.

- Tenderers may bid for one or more zones; at most one zone will be awarded to a contractor.
