- Bids must achieve at least **70 points for functionality** to be evaluated on price and specific goals.  
- Evaluation uses an **80/20 split** (Price 80, Specific goals 20). Preference to bidders demonstrating specific goals.  
- Bidders must be registered on the National Treasury Central Supplier Database (CSD).  
- Tax compliance: taxes in order or SARS arrangements; no municipal rates/taxes in arrears.  
- Bids must be fully endorsed and completed; pencil bids are invalid. No email/fax submissions.  
- Proposals valid for at least **90 days**.  
- Objections/ complaints must be lodged in writing within 14 days to the municipal manager.
