## Summary

#### Overview
**Procurement of a data specialist organisation to collect labour market information and develop databases for the public TVET College subsector, including a Job Advert Data database and infographic insights, over a 12-month period.** Bidders should have expertise in mining and developing labour market databases, OFO mapping, qualitative/quantitative data collection, job-advert data extraction, and producing data-visualisation reports; must collaborate with the ETDP SETA Research Unit and deliver a detailed ALL-INCLUSIVE budget (VAT incl.).

#### Requirements
- Proven experience in labour market information databases and ETD sector data (including TVET)  
- Ability to collect raw LM data and create/update databases; map vacancies to OFO; extract multiple variables (advert dates, location, qualifications, salary, etc.)  
- Deliverables: (i) LMI database in Excel, (ii) TVET Job Advert Data database in Excel, (iii) infographic data insights reports  
- Project team: Project Manager (Master’s degree), Senior Researcher, Data Analysts/Statistical Analyst, at least two Field Workers  
- Compliance: VAT-inclusive pricing, SARS tax PIN, SBD forms (1, 4, 6.1), GCC adherence, MOA; B-BBEE considerations for preferential points  
- Evaluation: Stage 1 admin, Stage 2 functionality (min 70 points), Stage 3 pricing; 80/20 or 90/10 preference system
