## Summary

#### Overview
**Procurement of a duly qualified service provider to implement the National Lotteries Commission’s Enterprise and Supplier Development (ESD) programme for three years.** The scope covers ED and SD to build sustainable SMMEs, especially black-owned entities, and integrate them into NLC’s supply chain with ongoing governance, monitoring and reporting. Eligible bidders are professional service firms with proven ESD/BBEE, project management, fund management and M&E capabilities; lead consultant should hold ABP or equivalent accreditation.

#### Requirements
- Experienced lead consultant (≥5 years in ESD management) and a project team of at least 5 members (each ≥3 years in ESD/ED/SD).
- Qualifications: relevant Bachelor’s degree (adv’d degrees valued); SAQA verification; ABP membership for lead consultant; B-BBEE certificate or Sworn Affidavit (JVs to provide consolidated certificates).
- Portfolio/fund management: ability to manage funds around R30 million; at least 3 years audited financial statements; reference letters from prior ESD engagements.
- Compliance: register on CSD; valid SARS Tax PIN; POPIA consent; SBDs completed; JV/consortium rules observed; confidentiality and data protection practices.
- Deliverables and governance: develop ESD Plan within 1 month; annual updates; identify strategic projects; monthly/quarterly/annual reporting; monitoring, evaluation and impact assessments; stakeholder engagement; site visits as needed.
- Specific goals: evidence of Black/Women/Youth ownership and disability participation to claim preference points.
