## Summary

#### Overview
**The ETDP SETA seeks to appoint a service provider to develop a methodological framework for identifying Occupations in High Demand (OIHD) within the ETD sector.** RFQ NO: 16 - 2026/27. Non-compulsory virtual briefing on 16 Oct 2026; submission deadline 28 Oct 2026 11:00; project duration 12 months. (See ToR_OIH D Research Final.pdf)

#### Requirements
- Relevant expertise: labour market intelligence, skills planning, occupational forecasting, labour economics, statistics, econometrics, data science, ETD sector research, public sector research. 
- Deliverables: Final OIHD list per ETD subsector; validated methodological framework; OIHD analytical and forecasting models; indicator framework; evidence triangulation model; annual implementation guide; SOPs; framework consultations report. 
- Project governance and inputs: work closely with ETDP SETA’s Research and Skills Planning Unit; all activities must be bid as part of the proposal; regular milestone meetings. 
- Duration and cost: 12 months; detailed ALL-INCLUSIVE budget in ZAR; payments per MoA; pricing must align with the listed milestones (see Pricing Schedule). VAT included at 15%. 
- Evaluation and compliance: Stage 1 admin compliance; Stage 2 functionality minimum 70 points; 80/20 or 90/10 preference system; ETDP SETA procurement policy applies. 
- Submission requirements: complete SBD forms, SARS PIN, tax/compliance checks; three-stage electronic submission folders.
