## Summary

#### Overview
**This tender seeks to appoint a suitably qualified service provider/s for the implementation of QCTO registered skills programmes for the Gauteng Province on behalf of the Gauteng Department of Education.** The ETDP SETA invites bids to implement three QCTO-registered programmes (Assessment Practitioner; Skills Development Facilitation Practitioner; Learning and Development Facilitator) in Johannesburg Central, for a six-month period starting after SLA, with a priced cost model per programme and staged evaluation. A non-compulsory briefing is on 22 June 2026; questions by 23 June; closing 06 July 2026. 

#### Requirements
- QCTO accreditation letters for each applicable programme and Annexure A (mandatory for evaluation). 
- Proof of registration as an organisation for the respective programme(s) bidding for; NB: mandatory to be registered for the programme you bid for.
- Administrative compliance: complete SBD forms (SBD1, SBD4, SBD6.1 as applicable) and General Conditions of Contract; provide SARS SARS PIN for tax verification; tax clearance/CSD as required.
- Resources and OH&S: proof of physical resources, proof of human resources, and Occupational Health & Safety compliance.
- Evaluation prerequisites: Stage 1 admin (completed forms), Stage 2 mandatory requirements (Annexure A and QCTO accreditation), Stage 2 functionality (minimum 70/100 points), Stage 3 pricing and specific goals.
- Pricing: cost model per programme, all inclusive of VAT, with a six-month SLA and three learner blocks (50 learners per block, starting monthly). 
- Compliance with GCC/SCC; adherence to ETDP SETA procurement policies and Preferential Procurement Regulations (B-BBEE considerations apply for points).
