## Summary

#### Overview
**Procurement of an independent service provider to conduct a market analysis of BRM transition pricing between SASSA and The Document Warehouse.** The role targets an independent, suitably qualified firm to assess pricing reasonableness, value for money, fairness, and accountability, using an auditable methodology. Suitable bidders are professional services firms with demonstrated experience in market analysis, price benchmarking, value-for-money reviews, procurement advisory and related pricing assessments (not a recurring contract; a one-off engagement).

#### Requirements
- Minimum three years’ experience in market analysis, price benchmarking, value-for-money assessment or procurement advisory with signed client references.  
- Team Leader: NQF Level 8+ in Economics/Finance/Business/Statistics/Quantity Surveying/Auditing/Commercial Law or equivalent; attach certified qualifications and CV; at least five years’ relevant public-sector experience.  
- Methodology: rigorous, evidence-based, auditable; include market benchmarking, total cost of ownership, governance, risk and substantiation of findings.  
- Deliverables and governance: inception report, benchmarking/analytical reports, methodology/explanations, price item schedules, VFM and fairness assessments, risk assessment, executive summary presentation.  
- Administrative/compliance: valid Tax Compliance Status Pin (SARS); proof of CSD registration; fully completed SBDs (SBD 4 and SBD 6.1).  
- Pricing: firm, once-off price for full assignment; no price escalation; all costs (fees, travel, accommodation, etc.) included.
