- Tax clearance PIN  
- Authority to sign; certified IDs for owners/directors  
- Signed form of offer; statement of municipal rates/taxes not in arrears (not older than 3 months) or traditional authority letter (if applicable)  
- Lease agreement if property is rented; or affidavit if residing/proposing operations elsewhere  
- All alterations signed; documents in original format; CSD report  
- Audited financial statements for last 3 years; accountant’s certificate of solvency and no material irregularities  
- Certified copies not older than 3 months; original certification only  
- Completion of all MBD forms  
- Evaluation: 100 points for functionality; minimum 80 points to proceed to price/preference evaluation  
- Bid fee: R2500 (proof of payment required on collection)
