#### Overview
**MEGA seeks to appoint a panel of service providers to provide internal audit and related services for a period of thirty-six (36) months.** The panel will supplement MEGA’s Internal Audit Unit by delivering risk-based internal audit, ICT assurance and financial statements reviews on demand, under assignment-specific TOR. Bidders should offer internal audit, ICT assurance and financial reporting review capabilities and be able to operate within PFMA, Treasury Regulations and Preferential Procurement rules. #### Requirements
- Mandatory administrative/compliance items (e.g., company/CC/Trust/Partnership certificates, pricing schedule, signed SBD1/SBD4/SBD6.1, authority to sign, IDs, CSD detail, executive authority approval if government employees).
- Tax and registration: provide SARS Tax Compliance Status PIN or a printed TCS certificate; if in a consortium/JV, each party must submit its own; if no TCS PIN, provide CSD number; no bids from persons in the service of the state.
- Professional qualifications: proof of membership with relevant bodies for key personnel (IIA for Internal Audit, ISACA/IIA/EC Council for ICT, SAICA or equivalents for Financial Statements); include CVs and certified qualifications; memberships to IRBA or other recognized bodies as applicable.
- Evidence of capability: reference letters, CVs for Audit Manager and Engagement Director, methodology/approach, Organogram and capacity to deliver; documented pricing and SBDs.
- Panel/process: up to five providers; minimum 70/100 functionality; three-stage evaluation ( Responsiveness, Functionality, Price) with 80/20 pricing and empowerment adjudication; adherence to MEGA SCM Policy and Preferential Procurement Regulations.
