## Summary

#### Overview
**The appointment of a panel of up to five (5) service providers per licence to provide land bank with ad hoc actuarial services for a period of five (5) years.** The panel will support LBLIC (credit life) and LBIC (agricultural insurance) on an ad hoc basis, with separate submissions for each entity as needed; bidders should have actuarial credentials and relevant experience with insurance/financial reporting standards (IFRS17, FSIs) and be able to collaborate with Land Bank’s actuarial team.

#### Requirements
- Suitable actuarial qualifications and experience in life/credit life and agricultural insurance.  
- Ability to provide ad hoc actuarial support as specified (product development, pricing, investigations).  
- Compliance with Prudential Standards and ASSA APNs; familiarity with IFRS17.  
- Demonstrated capacity to work with Land Bank’s Investment and Actuarial Committee and internal controls.  
- Tax and compliance prerequisites: SARS PIN, Tax Compliance Status (TCS) where applicable; CSD registration; no disqualifying ties to state service.

- Briefing: Non-compulsory briefing on 20 October 2026 at 13:00 via Teams (link in tender).  
- Questions: written clarifications by 23 October 2026 16:00; responses by 27 October 2026 16:00 (see T13-10-26).  
- Documents to submit: on official forms; 1 original + 1 USB copy; include SBD 1, SBD 6.1, SBD 7, FICA, BEE, and the draft SLA (Annexures A–H; Annex G).  
- Submission: hand-delivered to Land Bank Head Office Tender Box, Lakefield Office Park, 272 West Avenue, Die Hoewes, Centurion; closing 5 November 2026 at 11:00. Tender validity is 120 days.
