#### Requirements
- Stage 1: Administrative – SARS Tax Compliance Status with PIN valid for 60 days; proof of compliance required.
- Stage 2: Mandatory – Membership in a vetting/background screening body (e.g., SABSA, NAPBS, APSO) with confirmation letter.
- Stage 3: Functionality – 
  - Relevant company experience with multiple reference letters (on client letterhead, within 5 years).
  - Detailed methodology addressing six required elements (briefing approach, response handling, sourcing, scheduling, reference checking, pre-employment verification).
  - Demonstrated capacity: organogram, CVs of key personnel, recruitment systems, local/international search capability; resources must be permanent or contract-based for duration.
- Stage 4: Price and ATNS Specific Goals – 80/20 pricing; preferential points for specific goals (51% Black Owned; 30% Black Woman Owned) with required proof (CSD/CIPC/shareholders/ID/B-BBEE).

Additional: Bidder must be on the Central Supplier Database (CSD) and provide related documents (SARS PIN/TCS, CSD number, CIPC documents, shareholder certificates, IDs, B-BBEE certificate or sworn affidavit for EMEs/QSEs). SBD forms and pricing schedules are required.
