**The Department of Land Reform and Rural Development seeks a service provider to develop the OR Tambo District Municipality Environmental Management Framework (EMF) and an Activity Exclusion Standard over 24 months.** This is a consulting/environmental planning tender; the scope requires EMF development, NEMA compliance, and stakeholder engagement to support district planning and environmental authorisation processes (as per the Terms of Reference).
