## Summary

#### Overview
**The Mining Qualifications Authority (MQA) seeks a service provider to conduct a comprehensive evaluation of the effectiveness of MQA interventions implemented over the 2020–2025 period.** Bidders should have strong Monitoring & Evaluation expertise and experience evaluating SETA/public-sector interventions, delivering evidence-based findings and actionable recommendations.

#### Requirements
- Proven experience evaluating interventions in SETA/public institutions/government entities; provide five reference letters from different clients and demonstrate familiarity with relevant evaluation frameworks.
- Project team: Project Leader/Manager with at least 10 years’ leading evaluations; a Policy Expert/Analyst with NQF level 9 in relevant fields; two Junior Evaluators with at least 3 years’ experience; Qualifications must be attached (SAQA for non-South Africa qualifications).
- Deliverables and duration: maximum 24 months; inception report, literature/framework, evaluation design, data sets, draft and final evaluation reports, executive summary, and presentations.
- Compliance: register on Central Supplier Database or provide valid Tax Clearance; SBD1, SBD3.3, SBD4, SBD6.1; valid BBBEE status; five reference letters; SAQA evaluation where required.
- Pricing: all-inclusive in ZAR, VAT included; price negotiations may occur under PPPFA rules.
