#### Overview
**The Agricultural Research Council seeks a service provider to conduct a specialised geotechnical drilling foundation investigation for the planned Centre of Excellence building.** This opportunity targets geotechnical drilling contractors with experience in rotary core drilling, Standard Penetration Testing (SPT), soil/rock sampling, laboratory testing, topographic and geophysical surveys, and site-work management on ARC’s Roodeplaat campus. The contract runs for 12 months.

#### Requirements
- Proven geotechnical drilling capability (minimum two portable core rigs on site), trained operators, and adherence to relevant standards; site restoration after drilling.
- Compliance and registrations: SARS Tax PIN or Tax Clearance, Central Supplier Database (CSD) number, VAT status; Public Liability Insurance (min R1 million) or a formal intention to obtain; COIDA; CIPC documents; POPIA adherence.
- Documentation: complete Standard Bidding Documents (SBD forms), SBD 3.3 pricing schedule, and Annexure A BoQ alignment; JV/consortium agreements if applicable; attendance at compulsory briefing.
- Experience and staffing: company profile with proven track record in geo-technical drilling; CVs for key personnel (Project Manager and Project Lead); minimum three reference letters; high-level project plan.
- Subcontracting and procurement rules: sub-contracting not more than 25% to an entity with lower B-BBEE status (unless an eligible EME); compliance with BBBEE requirements or sworn affidavits.
- Technical and safety requirements: safety file, health and environmental plans (SHE), risk assessments, competent safety officer; on-site safety and environmental management during fieldwork; daily data submission to ARC.
- Evaluation framework: minimum 65% functionality; 180-day proposal validity; 80/20 price-preference with BBBEE points; adherence to GCC and SANRAL/SANRAL-derived specs.
