## Summary

#### Overview
**The RTIA seeks a service provider to provide an online law library for 36 months.** Target bidders are those with 5–10 years’ experience delivering online law libraries to the relevant market, able to supply a 3-user licensed system with features including reported/unreported judgments (SA and international), labour law content, all legislations/bills, law journals, an AI research assistant, updates/monitoring, and administrative rights for three identified Legal & Governance Unit users. The supplier must provide implementation support, training, and ongoing access rights.

#### Requirements
- 5–10 years’ experience in online law libraries; dedicated implementation and training resources.
- Product scope including: Reported and Unreported Judgments (SA and international), Labour Law (CCMA/Bargaining Council), All Legislations/Bills, Law Journals, AI Research Assistant, updates and customized monitoring.
- System to be licensed to three identified individuals; administrative rights to the Legal & Governance Unit.
- Training for applicable users and ongoing support.

Note: Evaluation uses PPPFA with 80/20 split (price vs specific goals); points for specific goals include I) no franchise, II) female, III) military veterans, IV) disability, V) youth (see SBD 6.1 forms) (SBD 6.1 IN TERMS OF PPR2022 BIDS UP TO R50M 2023).
