- Experience managing government maritime fleets and crewed vessels; capable of 24/7 operations.
- Compliance with SAMSA, SOLAS, MARPOL, STCW, Class Society, and related regulations; confidentiality and information-security protocols; NDAs for all personnel.
- Manning capability to meet SAMSA-approved scales per vessel (Africana, Ellen Khuzwayo, Sarah Baartman, Lilian Ngoyi, Ruth First, Victoria Mxenge) including deck, engineer, and ratings staffing.
- Security vetting, background checks, and potential polygraph testing; data confidentiality with researchers and operations.
- Staffing and subcontracting controls; all personnel sign NDAs; MLRF reserves right to vet key personnel.
- Compliance/Preference framework: 90/10 or 80/20 preference system; proof for specific goals (e.g., 51% black ownership, 50% women ownership, youth, disability).
- Tax and registrations: SARS Tax Clearance PIN; CSD registration if no TCS; separate TCS for consortium members.
