## Summary

#### Overview
**The appointment of service providers to provide mediation over a three-year period to serve under the panel of the Land Rights Management Facility of the Department of Land Reform and Rural Development.** Bidders should have mediation expertise related to ESTA, LTA, restitution and land rights matters, with capacity to support indigent land reform beneficiaries; familiarity with South African public-sector processes is beneficial.

#### Requirements
- Demonstrated ability to provide mediation services under the ESTA and LTA frameworks and related land reform legislation. 
- Registration with the National Treasury Central Supplier Database (CSD) and inclusion of the CSD reference on the bid form; compliance with tax obligations (SARS PIN or Tax Clearance, with TCS where applicable). 
- Completion of all attached bid forms (GCC, SBD1, SBD2, SBD3.3, SBD4, SBD6.1, and related credit and authority forms) and submission of proof of signatory authority (board resolutions or equivalent). 
- Compliance with the General Conditions of Contract and submission of all required documents as specified (including Terms of Reference). 
- Evidence to support claim for specific procurement goals (HDI, gender, disability, youth, locality in Limpopo) if applicable, with proof as prescribed (SBD6.1). 
- If sub-contracting, disclosure of sub-contracting arrangements and HDI status of sub-contractors.
