#### Requirements
- Valid SACAA credentials: AOC in bidder’s name, OPSPEC (General Air Service Class III, Aircraft Category H2), and Air Services License Class III (G10/G15 in ASL, H2).
- Dedicated pilots: valid commercial helicopter license with Cull rating, pilot logbook proof (≥500 aerial census hours; ≥1000 total helicopter hours), plus proficiency test (≤6 months), medical, CRM, DG certificate, and employment contracts.
- Insurance: combined 3rd party and passenger liability ≥ R50,000,000 per incident; insurance reference and an undertaking letter.
- Compliance documents: SBD1, SBD4, SBD6.1, SBD7.2; Central Supplier Database (CSD) registration or Tax Compliance Status (PIN); POPIA compliance.
- Experience/specs: 32 flight hours for Mokala census; capability to operate a 4-seater helicopter with required safety, comms, and survey plotting equipment.
- Evaluation requires both mandatory criteria and a technical/functional score (see RFQ).
