## Summary

#### Overview
**The appointment of a service provider to supply expertise in human resources management, including labour/employee relations, to provide strategic and administrative HR services for twelve months.** (RFQ 054-09-26-27, Water Research Commission). Targets HR consultancies with public-sector experience, Labour relations specialists, and SABPP-registered professionals. Submissions are via the e-Tender Portal; no physical or email submissions.

#### Requirements
- Minimum five years’ experience in Human Resources Management and Labour Relations Services.
- Proven HR advisory experience to public entities, SOEs, or large organisations (last five years) with at least three references.
- Lead consultant to hold an HR qualification (NQF 7+).
- Registration with SABPP or equivalent HR body.
- Labour relations specialist with at least five years’ CCMA/disciplinary experience; ability to handle disciplinary hearings and grievances.
- CVs for all proposed resources; evidence of SA office presence and ability to attend meetings physically if required.
- Company registration documents; evidence of SA operations.
- Tax compliance: SARS Tax Clearance, Tax Compliance Status PIN (or CSD if no TCS); CSD compliance history.
- B-BBEE certificate or sworn affidavit; or EMEs/QSEs’ sworn affidavit; Central Supplier Database (CSD) number.
- Compliance with SBD 1, SBD 4, SBD 6.1; contract will require SBD7; compliance with PPPFA/GCC.
