#### Overview
**The procurement is the implementation of a Multi-Factor Authentication and Non-Repudiation Logical Access Control Solution including maintenance and support for five years, with licenses and integration.** Bidders should be ICT providers with expertise in MFA/biometrics, PKI, non-repudiation, Open Standards authentication, identity federation, and large-scale DHA deployments; prior cryptography provider accreditation and SA regulatory compliance are essential (see attached RFP documents).

#### Requirements
- Proven MFA and non-repudiation solution architecture with open standards, Identity Federation, and PKI options (managed or on‑premises).  
- Strong identity credentials: tamper‑proof, digitally signed transactions, and support for multiple biometric modalities (fingerprint at minimum; facial/iris optional).  
- Integration capability: seamless connection to DHA core systems and minimal DHA system disruption.  
- Evidence and reporting: forensic, business intelligence, and auditable logs with centralized and cached evidence vaults.  
- Delivery and support: turnkey implementation, onsite resources if needed, and training across DHA departments; 5-year maintenance.  
- Security and operations: data integrity, availability, backups, DR/HA, patching, and SLA governance.  
- Compliance: cryptography provider accreditation under ECT Act Chapter V; non‑OEM/OSM via pure reseller models not eligible (see Annex A notes).  
- Experience: at least one comparable MFA/non-repudiation deployment in the last 10 years with reference letters.

#### How to Apply

- Non‑compulsory briefing: 20 July 2026, online via MS Teams (registration required).
