## Summary

#### Overview
**NRF seeks to appoint a service provider to develop a comprehensive Total Rewards Framework, Total Rewards Policy and supporting SOPs, with governance, change management and implementation guidance for the organisation.** The contract targets experienced bidders in total rewards design, policy development, benchmarking, analytics and implementation within a South African public-sector context. The contract duration is three months from the last signature.

#### Requirements
- Demonstrated ability to develop a Total Rewards Framework, Policy and SOPs with governance structures and an implementation/knowledge-transfer plan.
- Experience in external benchmarking and analytics, with transparent methodology and deliverables such as an editable Benchmarking Data Book and supporting tools.
- Ability to deliver a Total Rewards Policy and SOPs aligned to NRF philosophy, governance requirements and applicable legislation/regulations, including governance, risk and internal equity considerations.
- Capability to conduct current-state diagnostics, benchmark analyses and produce the required outputs (Current-State Diagnostic Report, Total Rewards Framework, Policy, SOPs, benchmark reports, roadmaps).
- Compliance and pre-qualification: compliance with NRF procurement rules, tax compliance (PIN/TCS or CSD), CSD registration, B-BBEE certification or sworn affidavit, and no designation as “in service of the state.”
