## Summary

#### Overview
**SAPO seeks to appoint service providers to supply national and regional linehaul transportation services for SAPO, including scheduled, special and recovery movements, for a one-year term on a month-to-month basis.** Bidders should be freight/logistics operators with fleets capable of operating 1–12 ton vehicles and 15m/18m trailers, equipped with GPS, load-sealing capability, and appropriate driver and vehicle safety, insurance, and regulatory compliance. Key credentials include tax/compliance (SARS PIN or CSD), NBCRFLI adherence, BBBEE, and relevant vehicle/passenger licensing.

#### Requirements
- Vehicle and equipment: mandatory vehicle types (1, 4, 5, 8, 12 ton; 15m/18m trailers) with sealed/load-ready configurations and GPS tracking.
- Compliance and governance: National Road Traffic Act and regulations; NBCRFLI; driver licences/PrDP; load mass and route restrictions; inspections as required.
- Insurance: Public Liability (min R100,000 per incident), Goods in Transit (min R20,000), Comprehensive All Risk for all awarded vehicles.
- Personnel: professional drivers; licence verification and background checks; NBCRFLI labour compliance.
- Online booking and data: online system with API access; data exportable in Excel/CSV; live tracking and reporting.
- Performance: SLA target of 95% route-level performance; 5% penalty for failures; open-book cost verification during due diligence.
- Subcontracting: no post-award subcontracting without SAPO approval; if used, subcontractors must meet the same requirements.
- Pricing and documents: per-vehicle-category and per-route pricing (Annexure F); open-book costing; all costs in ZAR; BBBEE documentation for JV/consortium.
- References: at least three client reference letters (min 5 years’ experience).
- Returnable documents: SBD1, SBD4, confidentiality/Certificate of Acquaintance, BBBEE, etc. (see RFP package).
