**The Provision of Major and Minor Reticulation including the installation of smart meters, re-closers and voltage regulators within Distribution North-West Operating Unit on an “as and when” required basis over four years.** Target bidders are electrical contractors with MV/LV reticulation capability, relevant certifications, and the capacity to install distribution infrastructure and metering equipment.
#### Requirements
- Evidence of MV line construction resources with per-resource training certificates (EAL or accredited provider).
- Compliance with Eskom environmental/SHEQ requirements: environmental policy, organization with Environmental Responsible Person, appointment letters, communications plan, incidents register, aspects/impacts register, Emergency Plan, monitoring/measurement, non-conformances, and an Environmental Management Plan covering Vegetation, Storm Water, Access, Dust/Noise, Construction Activities, Rehabilitation, Ablution facilities, Hazardous substances handling, Waste Management, and Training.
- Demonstrate Skills/Competency (60%), Tools/Equipment (20%), and Vehicles (20%) per Gemma Cluster Technical Evaluation Criteria, including portfolio/site evidence and site verification where applicable.
- Obtain Gemma Cluster LV/MV authorizations before contract award and renew as needed; include any smart-meter training required by manufacturers.
- Submit Annexures A–J, SBD forms (SBD 1, SBD 4, SBD 6.1), Local/Imported Content declarations, CPA documentation, and related e-tendering docs (CIDB guidance if applicable).
