#### Requirements
- Minimum three prior facilitation engagements with client references (Annexure B). RAF may validate references.
- Demonstrate ability to lead development of an integrated RAF Communication Strategy, stakeholder engagement, change management, and alignment to RAF’s strategic plan.
- Compliance prerequisites: CSD registration; SARS tax compliance status; ability to issue an official RAF Purchase Order/Letter of Award.
- Specific goals for preferential procurement: HDI (14–20 pts depending on system), Women (8 pts), Persons with disabilities (2 pts) with proof required (SBD6.1 form).
- Mandatory instructions: no collusive bidding; only one bid per entity; late bids not considered; price and goals evaluated under 80/20 preference system (for bids up to R50M).
- Security/confidentiality: adherence to Annex A – Security Measures (data handling, access, cybersecurity, etc.).
