**RAF invites quotes from suitably qualified facilitators to design and deliver a comprehensive induction programme for newly appointed Board Members, as and when required, until 31 March 2027.** (RFQ Document PR 10118469 Facilitator). Target bidders: experienced facilitators in board governance, strategy/leadership development, with public-sector or SOE exposure; must hold at least NQF Level 8 qualification and have 5+ years in relevant fields. #### Requirements
- Track record: minimum three public-sector/State-Owned Entity board facilitation engagements; supporting references required (Annexure B and reference letters).  
- Facilitator qualifications: minimum 5 years in board governance/strategy facilitation or related; minimum NQF 8 qualification; submitted facilitator profile.  
- Evidence must be provided: Annexure B client references and letters from listed clients with contact details.  
- Compliance: RAF will require CSD registration and SARS tax compliance; no collusive bidding; HDI verification via CSD.  
- Mandatory evaluation criteria: price notional via 80/20 framework; specific goals supported by proof (see SBD 6.1).  
- Security and data handling: comply with Annexure A Security Measures (POPIA, data protection, access controls, incident reporting).
