## Summary

#### Overview
**The contract aims to appoint an on-site BIAM (Biometric & IAM) system support and maintenance provider for three years to manage Oracle IAM and related BIAM components.** Bidders should have proven BIAM/IAM implementation and maintenance experience, including biometrics (VeriFinger/Verilook, MegaMatcher), smartcard management, PKI/certificate authority, and complex system integrations (DHA HANIS/ABIS, IJS, SRD, eKYC), plus API-first architectures and relevant middleware (IBM MQ, BizTalk, KrakenD API Gateway). Certifications or pre-qualification requirements are expected as part of resource vetting.

#### Requirements
- On-site support and maintenance for Oracle IAM and all BIAM custom apps (NRP, Staff Enrolment, Beneficiary Enrolment, System Dashboard, IBM MQ, etc.) for 3 years.  
- Deliver API-first enhancements for biometric verification (BBE) to be consumed by multiple SASSA apps via secure interfaces and internet channels; ensure interoperability and data privacy.  
- Design and maintain secure smartcard initialisation/personalisation, including key management, HSM integration, audit logging, and backend registration/lifecycle.  
- Develop and support enterprise-grade eKYC (facial biometrics) as a standalone, API-first microservice exposed via KrakenD, with REST+JEE/JPA backend, OAuth2/OIDC, and API documentation.  
- Support integrations with DHA, SRD, IJS, AD/MS Exchange, ERP, PostBank, and other systems; manage certificates and PKI across server/client sides.  
- Provide comprehensive service covering HelpDesk, Technical, DBA, Training, Audit, and Project Management; 24/7 monitoring, DR/BCP, and knowledge transfer.  
- Proven skills in: Oracle IAM/OIAM, NRP, VeriFinger/Verilook, MegaMatcher, Java EE/JPA, Angular, IBM MQ, WebLogic, NGINX, KrakenD, HAProxy, Oracle Linux, JavaCard, and SOCPEN connectivity.
