#### Requirements
- Bidders must own an STS-compliant prepaid vending and management system.
- Demonstrate relevant project experience and leadership (project leader/manager, disaster recovery, and a broad third-party vending footprint).
- Provide API access for third parties and ensure interface with PHOENIX ERP; seamless data migration and historical data handling (up to 3 years).
- Compliance documents: tax clearance, CSD registration, Rates Clearance, COID/workers’ comp, and certified ownership of the STS system.
- Financial/qualifications: audited financial statements if offer exceeds R10 million; BBBEE/goals documentation; and proof of tender document purchase if applicable.
- Performance security: 10% of contract value; adherence to health and safety, and ongoing compliance.
