## Summary

#### Overview
**This procurement is a Public Private Partnership to finance, refurbish, operate and maintain the Mluwati Concession Area in Kruger National Park, including accommodation (lodges & tented camps), food & beverage, retail and wildlife activity, and roads/environmental infrastructure, for a 25-year term.** Target bidders are hospitality/tourism operators with park concession experience, capable of forming a private party SPV, raising debt and equity, and complying with SANParks’ environmental, B-BBEE and community-benefits requirements.

#### Requirements
- Form a Private Party SPV and ensure the technical/operational partner holds at least 30% equity.
- Demonstrate ability to raise debt and equity and provide security to SANParks’ satisfaction.
- Comply with SANParks Beneficiation Scheme: 10% equity to Dispossessed Land Owner Communities (nominal, free-carry) and appoint 1 director; support enterprise development and local procurement.
- Meet B-BBEE obligations and targets as per Annexure 3 and related schedules.
- Adhere to Environmental Specifications, Conservation/Park rules, and relevant environmental laws (NEMPAA, NEMA, etc.).
- Comply with governance rules (Change in Control/Ownership limits), integrity requirements, and non-eligibility provisions (as per the RFP).
