#### Requirements

- Firearms: Firearm Competency Certificate for the Armoury Manager; Firearm Handling Procedure; Firearms Inventory and permits; COIDA proof; required to maintain Armoury and Control Room per standards.
- Infrastructure: at least one Operational Branch within the Province with a Secure Firearm Vault/Armoury and a dedicated Secure Control Room (24-hour staffing, PSIRA qualified).
- Operations: electronic guard monitoring system; 12-hour shift deployments; regular patrols; incident reporting within 24 hours; monthly risk assessments; Occurrence Books; ad hoc 12-hour rate pricing.
- Personnel and equipment: PSIRA-registered guards; uniform and equipment per specification; back-up power for control room; communications systems (radio/cell).
- Compliance and due diligence: evidence of firearms and permits; Firearms Handling Procedure; Organogram; BBBEE and CSD/tax compliance; SBD forms; COIDA/Work Injury registration; Central Supplier Database.
- Pricing: complete Annexure A pricing for all SAPO facilities in the Free State; include ad hoc rates; VAT included (15%); pricing must be in ZAR.
