## Summary

#### Overview
**Procurement of Guarding Services for SAPO Western Cape Province for up to 12 months.** Target bidders are PSIRA-registered security providers capable of Grade B/C guarding (armed/unarmed), with on-site armory, dedicated control room, and PSIRA compliance, plus BBBEE, tax, and CSD requirements (RFP 26-27-13/DP; Annexure A, BC, BR).

#### Requirements
- PSIRA: at least 1 year registered before bid closing; valid PSIRA membership certificate and PSIRA “Good Standing” (Annexure BR/BC). 
- Armory and control room: one or more Operational Branches with Secure Firearm Vault/Armoury and dedicated 24/7 Control Room; firearm competency for Armoury Manager; Firearms Handling Procedure; Firearms Inventory; permits; compliant with Firearms Control Act and PSIRA (Annexure BR; Annexure BC).
- Staffing and shift pattern: 12-hour shifts (06:00–18:00 and 18:00–06:00); Monday–Friday, weekends, public holidays; reports and incident discipline per site.
- Operations and reporting: 24-hour incident reporting; Occurrence Books; monthly risk assessments; regular patrols; Guard Monitoring System with real-time patrol recording and control-room alerts.
- Documentation and compliance: SBD1, SBD4, SBD7 contract; CSD registration; tax compliance PIN; BBBEE (preferred points); due diligence readiness; evidence of equipment, radios, uniforms, and organizational structure.
- Pricing and footprint: pricing for all SAPO facilities in the Western Cape (Annexure A) with mandatory inclusion of ad hoc and 12-hour-shift rates; minimum 1-year proven guarding experience in the last 2 years (Annexure BR).
- Evaluation: Phase-based; price weight (80/90) plus Specific Goals (20/10); mandatory briefing; due diligence on firearms vault/control room (RFP 26-27-13/DP).
