## Summary

#### Overview
**TURNKEY PROPOSAL to appoint a Strategic Development and Implementation Partner to develop, fund, implement and operationalise a Learning-Integrated Water Treatment, Innovation and Enterprise Development Platform.** Bidders should be experienced service providers (including multidisciplinary consortia) capable of strategic development, feasibility, funding, implementation and ongoing operations, with emphasis on integrating education, enterprise development and water-sector activity for Mthashana TVET College.

#### Requirements
- Demonstrated ability to deliver a bankable business case, financial modelling and funding strategy.  
- Proven capability to design and implement learning-integrated platforms with work-integrated learning (WIL) and alignment to QCTO/SETA frameworks.  
- Compliance documents: valid Tax Clearance, BBBEE certification, Proof of CSD Registration, CIPC registration/CK or ID for sole proprietor, and proof of ECSA registration where applicable.  
- Site/lease prerequisites: lease agreement or affidavit if leasing; municipal account not older than 90 days.  
- Compulsory briefing attendance and submission on official bid forms (SBD suite) as required.
