#### Overview
**SAMRC invites proposals for Twilio software – WhatsApp Business number setup, provisioning and ongoing support, including RICA compliance and messaging bundle management.** The scope covers configuring and supporting Twilio/WhatsApp Business API use, with number provisioning, RICA assistance, activation, ongoing messaging support, and cost monitoring. Proposals should come from service providers with proven Twilio/WhatsApp API experience. Submission deadline is 12 August 2026 at 11:00.

#### Requirements
- Proven experience providing Twilio/WhatsApp Business API support
- Assistance with SAMRC RICA requirements for a WhatsApp-enabled SA number
- Purchase and provisioning of a South African Twilio number
- Activation and configuration of the number for WhatsApp Business use
- Purchase and management of WhatsApp messaging bundles (one-off and/or monthly) and ongoing balance monitoring
