## Summary

#### Overview
**Procurement of VAT review, recovery, and compliance services for 36 months for éDumbe Local Municipality.** Suitable for professional VAT advisory firms with experience in historical/current VAT reviews, SARS engagements, and recovery of VAT; bidders must have tax-practitioner SARS accreditation and relevant SA bodies (at least one director registered as Tax Practitioner with SARS, SAIT and Recognized Controlling Body such as SAIPA/ SAICA). Completion of MBD forms and compliance with tax/regulatory requirements are mandatory. 

#### Requirements
- Demonstrated VAT review/recovery experience with municipal/public sector clients; provide appointment letters, findings, and SARS recoveries. 
- Expertise in VAT compliance and risk mitigation; evidence of no penalties/interest from SARS. 
- Key personnel: minimum 3 team members; lead consultant with at least NQF 7; CVs showing SARS engagement experience. 
- Detailed methodology and phased project plan with timelines and quality controls. 
- Capacity: minimum 5 personnel with long-term tenure; project plan with milestones and knowledge transfer. 
- Compulsory returnables: complete MBD1, MBD4, MBD6.1, MBD8, MBD9; proof of SARS PIN or CSD number; tax compliance status. 
- Proof of CSD registration; company profile with evidence of prior VAT work; rural/urban proof for Specific Goals (within KwaZulu-Natal). 
- Returnable documents must be certified as required; include proof of municipal services or lease/address for rural operators. 

#### How to Apply
- Deadline: 02 November 2026 at 12:00 (documented in VAT Documents Tender document). 
- Submission: sealed envelopes marked with the Tender Number and Project Name, deposited in the Tender Box at éDumbe Local Municipality, 10 Hoog Street, Paulpietersburg. 
- Documents to submit: MBD1, MBD4, MBD6.1, MBD8, MBD9; SARS TCS PIN or proof of CSD; Tax compliance; Company profile; appointment letters; proof of address; proof of SARS registrations; proof of local address for Specific Goals. 
- Document access: available from 28 September 2026 for a non-refundable fee of R1 025.02 via the municipality or at etenders.gov.za; no briefing session will be held (VAT Documents Tender document).
