## Summary

#### Overview
**Procurement of website hosting, maintenance and technical support for the eDumbe Local Municipality for 36 months, including secure hosting, backups, CMS maintenance, security monitoring and SSL management.** Bidders should be experienced web hosting/maintenance providers with evidence of delivering live website hosting services, capable of migration, backups, uptime monitoring and technical support; local bidders get locality points under the 80/20 framework. #### Requirements
- Demonstrated hosting experience: at least three live website links and prior Web hosting projects valued at least R100,000 in the last 5 years (evidence required).
- Comprehensive delivery scope: hosting, migration (if needed), regular backups with retention, uptime monitoring, security updates/patching, SSL management, CMS maintenance, incident response and monthly reports, with full handover at contract end (36 months).
- Security/compliance: SSL/TLS management, access controls, malware protection, logging, routine patching and monitoring, and documented incident response.
- Key personnel: project manager and technician with CVs and relevant IT qualifications; combined experience of 5+ years preferred; attach certificates.
- Mandatory bid documentation and compliance: tax PIN/TCS, CSD registration, MBD forms 1,4,6.1,8 & 9, company registration certificates, municipal rates statement (or proof of address), pricing schedule on official letterhead; copies must be certified within 3 months (no copies of certified copies).
- Locality goals: up to 20 points for eDumbe area, 15 for Zululand District area, 5 for other areas, with proof required (rates/lease/traditional authority). (Tender requires proof for locality scoring.)
- Evaluation framework: administrative responsiveness, functionality (minimum 70/100), then 80/20 price-preference with locality-specific goals (80 price, 20 goals).
