#### Overview
**Procurement of a 3-year term service contract under the PSTP by the Western Cape Mobility Department for professional/consulting services in transport planning, policy, project management and related fields.** Suitable bidders are consultancies with transport planning, policy, finance, legal or institutional governance expertise and who can meet government procurement prerequisites (CSD/WCSEB, B-BBEE, tax compliance).

#### Requirements
- Registration on the Central Supplier Database (CSD) and Western Cape Supplier Evidence Bank (WCSEB); submit B-BBEE certificate or sworn affidavit; ensure WCBD4 and related documentation.
- Tax compliance: obtain/submit Tax Compliance Status (TCS) and, for joint ventures, separate TCS for each party.
- Complete compulsory enterprise questionnaire; provide conflict-of-interest declarations; no involvement with defaulters or restricted suppliers.
- CIDB: not required for this bid (CIDB field shown as N/A).
- Evaluation criteria: Functionality (minimum 80% Part 1 and 75% Part 2), then Price (90 points) and Preference (10 points); overall max 100 points. B-BBEE points apply if compliant.
