Overview

The uMgungundlovu District Municipality seeks to form a Panel for Media and Advertising Services across multiple specialisations (Print, Radio, Television, Digital, Outdoor, Media Buying, Content Production). Professional service providers with relevant public-sector experience, appropriate registrations, and licences are invited to bid; briefing is mandatory.

Requirements

• Proof of tax compliance (SARS PIN/TCS) and CSD registration.
• Proof of good standing with municipal accounts.
• Proof of valid professional body/association affiliation or membership.
• For Specialisation 2 (Radio) and 3 (Television): valid ICASA license.
• At least 3 project reference letters applicable to the chosen specialisation(s), with minimum contract values per reference letter (Public Sector; last 5 years: 01/07/2021–30/06/2026).
• Completion of the Specialisation Schedule and evidence of relevant experience; joint ventures/consortia must provide requisite agreements and documentation (if applicable).
• Attendance at the compulsory briefing session; compliance with all SCM rules and tender declarations (MBD forms).
• Tender validity: 90 days from closing date.

• Closing/ Submission: 11 SEPTEMBER 2026, 12:00. Submit in a sealed envelope to the Bid Box, 242 Langalibalele Street, Pietermaritzburg. Late/faxed submissions will not be considered.
• Documents to submit: Official bid response forms (MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9), Specialisation Schedule, Joint Venture/Consortium documents if applicable, at least 3 reference letters, ICASA license (where required), proof of professional body membership, proof of CSD and SARS tax status, Proof of municipal good standing.
