12 - 2026 Panel for Information Technology

Overview

Invitation to form a Panel of ICT Service Providers for uMgungundlovu District Municipality to supply end-to-end ICT services (Governance, software, cybersecurity, cloud, network, infrastructure, websites, emerging technologies, and managed services) over 36 months on an as-needed basis. Bidders should be ICT providers with state-sector experience, capable of delivering in the listed categories, and prepared to meet the functionality and PPPFA-based evaluation criteria. A compulsory briefing is required.

Requirements

• Must be registered on the Central Supplier Database (CSD) and be SARS tax compliant (TCS PIN or certificate).
• Not in the service of the state; must complete MBD 4 and related declarations.
• Provide Company Profile and Project Reference Letters (last 5 years) with min R200,000 per reference, from State entities, national/provincial departments, municipalities, or public institutions.
• Demonstrate capability via: (i) Professional Technical Resources and Certifications (simplified CVs; relevant certifications) and (ii) Project Experience (state entity ICT projects). Functionality scoring requires ≥65/100.
• Provide proof of municipal good standing or valid alternatives; provide CSD number if no TCS.
• If bidding as a Joint Venture/Consortium, provide JV agreements, proof of tax/compliance for all parties, and other required JV documentation.
• Complete and submit MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9 and Authority for Signatory, plus supporting documents.
• Attend the compulsory briefing (6 Oct 2026).
• Submissions must be in a sealed envelope, delivered to 242 Langalibalele Street, Pietermaritzburg by 12:00 on 2 Nov 2026.

• Attend the compulsory briefing: 6 October 2026, 09:30–11:00, Council Chambers, 242 Langalibalele Street (briefing note in UPLOAD DOC_TENDER 12-2026...).
• Prepare submissions bound and placed in the tender box at 242 Langalibalele Street, Pietermaritzburg, by 12:00 on 2 November 2026 (see MBD forms in the attached documents).
• Ensure registrations and documents: CSD registration, SARS TCS/PIN, municipal good standing, Company Profile, Project Reference Letters, Simplified CVs and certifications, and any JV/sub-contractor details (if applicable).
• Pricing for RFQ: Panel uses an 80/20 price/preference framework; price evaluation occurs during RFQ for specific services (pricing not fixed at panel formation).
