Overview

Procurement of hardcopy and digital newspaper subscriptions for the Department of Forestry, Fisheries & Environment (DFFE) for 24 months. Eligible bidders include newspaper suppliers and digital media platforms capable of delivering printed copies to Pretoria addresses and providing online access for about 15 users, with required logistics, user credentials, and support.

Requirements

• Formal quotation on company letterhead; include VAT per item, banking details, and CSD MAAA number.
• Returnable documents: signed SBDs, supplier quotation, and CSD report.
• Tax and registration: SARS Tax Compliance status (PIN via e-Filing or CSD number); ensure compliance via CSD/SARS; provide SANAS/CIPC BBEE certificate or sworn affidavit; ownership documentation as required for specific goals.
• Specific goals: up to 20 preference points (BBEE ownership >50% by Black people, women, or people with disabilities); bid must claim and prove points with required documents.
• No delivery before official purchase order; prices must be firm and VAT-inclusive.
• Evaluation: 80/20 price vs specific goals; total 100 points; potential due diligence and right to reject non-compliant bids.
• Annexure A specifies itemized newspaper requirements and two separate quotations for year 1 and year 2; additional MOA may be required (see attached).

• Pre-qualifications: CSD MAiA number; tax compliance status (PIN/CSD); where applicable, TCS verification or SARS e-Filing certificate.
• Briefing: None required; inline with RFQ if changes occur.
• Delivery/MOA: Prices include VAT; MOA to be signed prior to PO; two separate quotations for year 1 and year 2 (Annexure A).
