8/2/2/474 (2026-2029) BID TO APPOINT A PANEL OF PROFESSIONAL SERVICE PROVIDERS FOR WATER USE LICENCE APPLICATIONS (WULA) AND ENVIRONMENTAL IMPACT ASSESSMENT (EIA) APPLICATIONS ON AN AS WHEN REQUIRED BASIS FROM DATE OF APPOINTMENT TO 30 JUNE 2029

Overview

Procurement of a panel of professional service providers to prepare Water Use Licence Applications (WULA) and Environmental Impact Assessments (EIA) on an as-needed basis through 30 June 2029. Open to professional firms with WULA/EIA capabilities; preference points favor Local Enterprise and BBB-EE status. Bids include a compulsory briefing, and responses may be submitted via MLM’s tender box or the National Treasury e-Tenders portal.

Requirements

• Demonstrated capability to deliver WULA and EIA submissions (as-needed).
• Compliance with tax and supplier due-diligence: Tax Compliance Status (TCS PIN) or CSD number; VAT registration where applicable.
• B-BBEE status (certificate or sworn affidavit) for preference points.
• Local Enterprise status within MLM/Sedibeng jurisdiction.
• Completion and submission of all bid documents (MBD1–MBD9), attachments, indemnity, ownership details, and POPI acknowledgements (as per 8/2/2/474 BID DOCUMENT.pdf).
• No bids from persons in the service of the state; declare conflicts of interest and past SCM practices.
• JV/consortium arrangements require a JV agreement and separate TCS/CSD documentation per party.
