Overview

Appointment of a panel of service providers for VAT recovery services and SARS audit support for Maquassi Hills Local Municipality for the period of three (3) years. Bidders should be qualified VAT/audit professionals with SAICA or IRBA project management, VAT recovery and SARS audit experience, and must meet tax, CSD, and company-registration requirements.

Requirements

• Mandatory documentation (automatic disqualification if missing):
  • Tax Clearance or PIN (SARS) and CSD number;
  • CIPC registration;
  • SARS Tax Clearance Certificate;
  • 3-year audited financial statements;
  • Updated company profile and banking details;
  • Certified IDs of directors; COIDA certificate;
  • Proof of registration with SAIA/IRBA for the project manager; CVs with qualifications for key staff;
  • Site/branch addresses and municipal lease details;
  • MBD forms 1, 4, 6.1, 6.2, 6.4, 8, 9;
  • Tender Form and pricing schedules; Annexures.
• Mandatory JV/consortium requirements if applicable;
• Two-stage evaluation: Stage One (Functionality) and Stage Two (80/20 PPPFA with price vs. specific goals); minimum Stage One threshold of 70/100.
• Minimum team qualifications: SAICA- or IRBA-approved project manager; 3 VAT/Tax specialists with NQF7+ and 8 years’ experience; CA(SA) with 8 years’ experience if applicable.
• Insurance: Third-party liability and professional indemnity for the contract duration.
• Compliance: Adhere to VAT Act requirements, MFMA, SCM Regulations, PPPFA, and related Acts; avoid prohibited practices.
