Procurement of a 10-year, turn-key total management service for the Pietermaritzburg Municipal Forest. The scope covers 2130 hectares of forestry operations (silviculture, harvesting, protection) with exclusive timber marketing rights, under a two-stage evaluation and an 80/20 price split model. Suitable for professional forestry service providers with proven timber markets, FSC/SFM capability, and strong local impact credentials. Mandatory briefing and long-term contractual commitment are required.

Requirements

• Forester capability: minimum NQF6 forestry qualification and demonstrated knowledge of forestry operations and legislation.
• Market proof: existing/potential off-take market for timber (e.g., LOI or formal off-take agreement).
• Compliance: CSD registration and a valid SARS Tax Compliance Pin; VAT considerations; data sheets (MBD-series) completed.
• Insurance: Public liability insurance (R10,000,000 per claim) and Fire Protection Association membership.
• Sustainability: compliance with National Forests Act, FSC standards, and sustainable forest management requirements; annual FSC readiness milestones.
• Local/MI preference: 51% Black Ownership and locality within Msunduzi Municipality to earn preference points.
• Additional: adherence to two-stage evaluation (Functionality then 80/20), 30% local/subcontracting to SMMEs, and contract-specific risk/indemnity provisions.
