Overview

Acquisition of a Software as a Service (SaaS) Enterprise Contract Management System including ongoing support & maintenance for 60 months. Rand Water invites bids from software/SaaS providers with SaaS deployment, contract management functionality, data hosting within SA, strong security/compliance, and related project resources. Single award process; open-tender via the National Treasury e-Tender portal.

Requirements

• Fully completed Form of Offer and required returnables (SBD 4, SBD 6.1, Compulsory Enterprise Questionnaire) plus Pricing Schedule/BoQ.
• Data hosting affidavit confirming SA hosting and data centre details (see RW10414443-26 Data Hosting Affidavit).
• Minimum three SaaS-based Contract Management references; six-person project team with CVs; specified roles (e.g., SaaS Implementation Consultant, Business Analyst, System Integrator, Data Migration, Information Security, Project Manager).
• Compliance documents: tax clearance/SBD disclosures, BBBEE status (certificate or sworn affidavit), and related declarations.
• Insurance declarations and risk management information; equipment/resource capacity; safety/SH&E information (as applicable).
• Access to bid documents via the National Treasury e-Tender portal; no on-site issue of documents.

• Deadline: 31 July 2026 at 12:00; clarifications due 15 days before closing; Rand Water will respond 10 days before closing; addenda by 10 days before closing.
• Submission: sealed bid in the Rand Water Bid Submissions Box at 522 Impala Road, Glenvista 2058 (Main Gate). Do not email bids; may include USB with pdfs.
