Overview

Appointment of a service provider for the renewal and licensing of the Sage 300 People HR & Payroll System for 3 years. The Greater Kokstad Municipality invites bids for annual licensing, maintenance and support of Sage 300 People HR & Payroll (cloud-based) for up to 1,300 users (including 15 cloud users), with integration, reporting customization, training, and helpdesk support, plus up to 250 support hours annually.

Requirements

• Tax/compliance: SARS Tax Compliance Status (TCS PIN) and/or TCS certificate; e-filing options; foreign suppliers must complete pre-award questionnaire.
• Registration and records: valid Central Supplier Database (CSD) record or number; CSD and tax compliance for all JV partners; Sage Partner Certificate/Confirmation.
• Municipal clearances: proof of company and director municipal rates/taxes in good standing (various acceptable documents).
• Corporate structure: if JV/consortium, signed JV agreement; each party must be CSD and tax compliant; complete MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) and pricing (MBD3.1).
• Site briefing: compulsory tender briefing/site inspection attendance and sign-in (where applicable).
• Evaluation: functionality threshold of at least 60 points; 80/20 price-preference; specific goals for ownership (BBEE/black ownership) and RDP/KwaZulu-Natal location, with up to 20 points for goals.
• Pricing: price validity of 90 days; quotations must include all taxes.

• Submission deadline: 22 October 2026 at 12:00; bids must be deposited in the Bid Box at 75 Hope Street, Kokstad (not accepted by post or electronic means).
• Documents to submit: MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9, MBD 3.1 pricing schedule; CSD proof; tax clearance/TCS; municipal rates proof for company and directors; JV documents if applicable; Sage Partner Certificate; addenda if any.
