Overview

Supply, delivery and installation of municipal one-sided outdoor LED billboard screen in Ntabankulu, including hardware, software, connectivity and maintenance. Bidders should have proven experience with municipal LED billboard installations and submit required documentation (CSD, IDs, MBD forms, etc.). Foreign and RSA-based bidders may participate subject to standard tax/compliance checks.

Requirements

• Demonstrated relevant experience (high-scoring criterion for billboard projects) and evidence via completion certificates/letters.
• Key personnel: Project Manager (Structural Engineering qualification, NQF6+, ECSA-registered) and Electrical Artisan (NQF6, 3+ years, Trade Test).
• Methodology with OH&S plan, risk analysis, works programme and cash flow; ongoing maintenance and 24/7 support; uptime ≥98% and 2-year warranty.
• Compliance documents: Latest full CSD report (not older than 3 months), certified IDs of directors, completed MBD 1-9, VAT/TCS status and proof for local production/BBBEE where applicable.
• Delivery within 3 months of appointment; payments and penalties as per contract (penalty up to 10% for non-delivery, fixed rates).

• Obtain bid documents from the Municipal website: www.nlm.gov.za (Not to be opened before bid opening).
• Required forms: Official bid forms on MBD templates (MBD1-9, MBD3.1 pricing, MBD7–contract form, MBD8 declaration of SCM practices, MBD9 independent determination).
• Submissions must include: Latest CSD, tax/vat details (TCS PIN if applicable), proof of BBBEE status, and any other attachments listed in the bid dossier.
• Briefing/site inspection: No site inspection specified.
• Registration/compliance: SARS TCS PIN or CSD number; foreign bidders complete Part B3 questionnaire; B-BBEE verification where applicable.
